Introduction <br />This report discusses the existing conditions on site, the reclamation plan and material <br />balance estimates. Exhibits C and F present the existing conditions and mine plan and <br />reclamation plan, respectively, for the Lafarge West, Inc. Bluestone Sand and Gravel <br />Mine. <br />Existing Conditions <br />Exhibit C shows the conditions on the site as of September 4, 2002 when Epp and <br />Associates completed the surveying. A total of approximately 156 acres are disturbed, <br />including land in Phases 1,2,3,4 and 5. Mining has occurred on approximately 109 <br />acres, the remaining 47 acres of disturbed area are plant, stockpiles, roads, etc. The <br />DMG permit allows 80 acres to be mined and remain unreclaimed at a time, in addition <br />to the plant site. Approximately 29 acres are in some stage of reclamation leaving 80 <br />acres disturbed by mining. Reclamation is in progress continuing to cover and grade <br />completed washed fines impoundment areas. <br />Mining is currently occurring in Phase 5. The majority of washed fines impoundment areas are located in Phases 1 and 2. <br />Washed fines impoundment areas have recently been constructed at the north end of <br />Phase 5, but are not yet in use. <br />The total depth of mining is approximately 28 feet, of which approximately 4 feet is <br />overburden and 24 feet is pit run sand and gravel. The mined side slopes are <br />approximately 1 Horizontal:1 Vertical (1 H:1 V), although the slopes range from <br />approximately 2H:1 V to near vertical. After mining, overburden is placed on the side <br />slopes to flatten the slopes to 3H:1 V. <br />For every acre of land mined, approximately 6,500 bank yd3 is overburden and 38,600 <br />bank yd3 is pit run to be screened and washed. The pit run material is used to make <br />gravel, pipe bedding, screened fines (i.e. structural fill) and approximately 1,800 loose <br />yd' of washed fines per acre. <br />
