February 18, 2002 Division of Minerals and Geology Department of Natural Resources 1313 Sherman Street, Room 215 Denver, CO 80203 Re: Technical Revision to Permit # M-2000-113 Deaz DMG: ~ECErvE® FEB. 2 5 2001 Division of Minerals and CeologY I am writing to request a Technical Revision to the approved 112 Reclamation Permit # M-2000-113 for the Mamm Creek Sand and Gravel Mine in Garfield County. The permit has been issued in the name of Roaring Fork Resources, Ina (RFR) of Cazbondale. The Technical Revision is being requested on behalf of RFR as well. A check for $188 for the processing fee is attached with these application materials. The Mamm Creek Sand and Gravel Mine is located approximately two miles east of the City of Rifle in western Colorado. The overall property is bounded by the Colorado River on the north, Mamm Creek on the east, the Interstate 70 right-of--way on the south, and a private agricultwal property on the west. The amount of land within the approved permit boundary (Permit # M-2000-113) contains 308.36 acres. The permit boundary remains the same with this Technical Revision request. The permit boundary covers the majority of the property south of the south bank of the river, including Future Mining Areas on the east end. The area approved for mining, which is shown on the attached map Sheets C-1 and C-2, covers approximately the western 2/3's of the overall property, excepting the ranch buildings and azeas to be preserved as habitats and buffers. The mining area shown on the revised attached maps is now slightly less than that approved previously, containing 109.70 acres rather than the 122.96 acres of the initial permit. The permit also includes an 8-10 acre site designated as the Surface Facilities Area, which overlaps somewhat with the Slough to Dry Creek Mining Area. The existing mining plan for the permit allows for the extraction of sand and gravel for construction and other uses. The operation will employ front end loaders, scrapers, bulldozers, haul trucks and similar equipment for this surface mine. The project will be mined out in four phases over approximately a twenty to twenty-five year period. The first phase of the operation is at the eastern end of the area permitted for mining, and the phasing will move generally in a westerly direction from there. Mining will occur below the level of the water table for this azea adjacent to the Colorado River, and dewatering will be used as needed in the active pits. An outflow structure will be constructed as each pit opens up in order to direct flood and storm water out of the pit azea.
