It is clear that the mean cover for the revegetation areas is less than the mean cover for the natural <br />vegetation so it cannot be said that equality has been achieved. However, considering the different ages and <br />composition, equality cannot actually be expected. The important point is that the deviation from expected value is <br />within the range of the amount of variation seen within the natural vegetation. <br />For the graphs that demonstrate adequacy of sampling, please refer to Appendix A. <br />Upland Revegetation Unit: East Reclamation Area <br />This is the most easterly reclaimed area on the entire operation. It is located a short distance inside the east <br />permit boundary and is more or less on the crest of the hillside. The vegetation here has undergone two years of <br />growth and was seeded with the same mixture used in the North Reclamation Area. However, during its <br />development, growing conditions have not be quite as favorable as they were during the similar developmental time <br />period present in the North Reclamation Area. Statisically, <br />one would need to conclude that the reclaimed vegetation is not quite developed enough to be considered to be equal <br />in extent of cover to the natural vegetation. <br />However, just because the site is marginal statistically does not mean it cannot be released. Ifthe deviation <br />was greater (for example 10% below minimum rather than 5% to 6%) it probably would not even be included in the <br />release request. But it has been included because statistical analysis is not the only factor needing to be considered <br />in a release request. The impression of the site is that it is undergoing a development that is highly similar to the <br />North Reclamation Area and is showing similaz patterns of growth. The vegetation appeazs to be in a slightly <br />earlier stage of that same development.
