Cattany

Re: Adequacy Letter, San Acacio Gravel Pit, Conversion Application, M-1999-024 Division Director
Natural Resource Trustee
Dear Mr. Valdez:
The Division completed a technical review of your conversion application. Following are a few
items that need to be addressed in order to meet the minimum requirements of the Act/Rules and
Regulations:
1) Exhibit C -the map needs to comply with requirements of Rule 6.2. Specifically, you
need to provide the name of the Applicant and provide a map scale. In addition, the map
needs to be signed by the person who prepared it and the date it was prepared. The pre-
mising and mining plan map must show the location of all man-made structures within
200 feet of the affected land area (possibly, the power line east of the proposed permit
area and the utility lines on the south side of County Road P). You must provide the
names of the structure owners and the type of structure. Also, the map must show the
existing topography in the proposed expanded area.
2) Exhibit E -importation of backfill must comply with Rule 3.1.5. The operator must notify
and get approval before importing any backfill material.
Per the request from the DOW, the Division recommends seeding the disturbed area with
native grasses like Western wheatgrass (3.6#/acre) instead of Fairway wheatgrass, Indian
ricegrass (2.8#/acre) instead of Crested wheatgrass, Blue gama (0.5#/acre) instead of
Streambank wheatgrass plus Pubescent wheatgrass (4.1#/acre) and Sand dropseed
(0.1#/acre). Drill seed all the azeas unless the slopes are too steep to traverse with seeding
equipment. Double the rates if the seed is broadcast.
3) Exhibit F -the reclamation plan map needs to comply with Rute 6.2 requirements. The
map must contain the name of the Applicant and a map scale. The map needs to be signed
by the person who prepared it and provide the date it was prepared.
The contour lines do not show the anticipated topography of the entire mined azea. Please
show the expected topography of the whole area.
4) Exhibit O -this exhibit must show the names of the owner(s) of record of the affected
land (the surface azea) and the owners of the substance to be mined. It is assumed that
Costilla County owns the surface and the subsurface (mineral rights) so just state that
Costilla county owns both the surface and subsurface, unless there aze other owners of the
subsurface.
Office of Office of Colorado
Mined Land Reclamation Active and Inactive Mines Geological Survey
