He was not foul mouthed, but was threatening in terms of <br />personal law suites, and suites against the state. Said that the county was out again taking <br />material from his site. Wanted to know why we could not stop them. I told him under our <br />statute that only the Board can issue a C&D. [fit was an illegal (non-permitted) operation we <br />could issue a C&D. He said that Colorado was the most crooked state that he had ever been in. <br />He would complain to the governor, but that Owens was not interested in his problems. <br />He said that he was going to file an action against Jim and me in Federal court and sue us for <br />violation of his civil rights. <br />I told him that Jim and others would be visiting the site tomorrow. He said that they would only <br />be visiting the operator and didn't give a damn about his concerns. He continued to issue legal <br />threats, that there was a conspiracy and hung up. <br />I did not respond to him other than to mention the site visit and our ability to issue a C&D <br />against the operator. <br />
