Fault <br />The Division feels that this violation occurred as a result of negligence on <br />the part of the permittee, or the permittee's consultant, in resolving the <br />stipulations to the permit. The permittee did not make an effort to meet the <br />requirements of stipulation No. 7 at all, and consequently vegetation sampling <br />results which were submitted to the Division were not adequate and <br />incomplete. A further lack of diligence on the part of the permittee in <br />resolving this situation has caused this violation to be issued.
