E~~ NECA <br />S Coal Company Seneca Coal Company <br />November 4, 1997 <br />Mr. Jim Burnell <br />Division of Minerals and Geology <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203-2273 <br />RE: Yoast Haul Road/Annand Draw Maintenance <br />Dear Mr. Burnell: <br />This correspondence is providing the Division with the <br />maintenance plan for the Yoast Haul Road in the vicinity of <br />Annand Draw. Seneca is working on this area to eliminate some <br />traffic problems/safety concerns as well as minimize further <br />sedimentation going down Annand Draw. <br />The area where the Yoast Haul Road crosses Annand Draw was very <br />narrow when initially constructed. The power cable feeding the <br />pit area from the substation has now been relocated such that the <br />cable horses have been removed from the area entirely. This has <br />enabled us to widen the haul road on both sides, and alleviate <br />the traffic and safety issues. Topsoil is being removed and <br />stockpiled, where the widening is occurring. The road slopes in <br />this area will be sloped and shaped more uniformly than they <br />exist now. If the weather conditions allow, the slopes will also <br />be seeded this year. A section of the silt fence on the north <br />side of the road was removed due to the widening. The haul road <br />is also being raised in elevation at the bottom of the coal <br />recovery area. This will help with the existing grade going up <br />into the pit area. <br />A 48-inch culvert is also being installed to direct drainage from <br />the watershed to the south, under the haul road itself. The <br />culvert inlet is located south of the existing YB-6 culvert. The <br />outlet of the new culvert will discharge further downstream from <br />the outlet of YB-6. When all maintenance is completed, we will <br />look at locations where silt fence may function as an additional <br />sediment control measure. <br />Seneca Coal Company • P.O.
