December 16, 2004 <br />In the fall of 2004, Area ] 0, the former Helo Pad, was converted to a runoff stock pond for Mr. Ned <br />Prather, a local rancher. All reclamation fences previously installed to protect revegetation of disturbed <br />road spurs adjoining Area 18 were removed in the fall of 2004. Area 2Q, a top soil storage area, has <br />been reclaimed, however, in the event that GSHI is in need of top soil far reclamation of Areas 2, 3, and <br />4, this top soil azea may be removed and transported to the mine bench. If, re-disturbed, the top soil <br />storage area will be revegetated consistent with methods used on mine roads and benches. This will be <br />addressed in a future technical revision to the mine permit. Area 13, Miscellaneous Access Roads, are <br />partially reclaimed and portions qualify for bond release at this time. Exhibit E states that the public road will not be reclaimed as access is <br />needed to private and public lands beyond the mine site. <br />For detailed information on mine reclamation plans, please refer to Technical Revision No. 4 -Revised <br />Reclamation Ptan for the Logan Wash Mine (T'R No. 4) submitted by W WL in February 2004. The <br />purpose of TR No. 4 was to formally present modifications to the original reclamation plan that was <br />originally prepared and revised in 1981. TR No. 4 covers general grading and revegetation efforts at <br />the mine as well as procedures to close and seal three open portals and one ventilation shaft. The <br />original plan did not address details of portal or shaft closure. The TR contains specific information on <br />construction of the portal seals and reclamation of the evaporation pond. <br />W WL requests that you please consider this proposal to release 35.4 acres ofreclaimed lands at the <br />Logan Wash Mine.
