AFO requested copies of the documentation the Division of
Minerals and Geology (DMG) referenced in its response. The documents were
received on January 19 and 21, 1994. This TDN was issued as a result of a
citizens complaint submitted by Mr. Jim Tatum. Mr. Tatum owns part of the
property under which the Golden Eagle Mine has been developed.
TDN 93-020-370-005, violation 1 of 3, was issued for failure to properly conduct a
subsidence survey, subsidence monitoring, and a subsidence control plan. AFO
understands the DMG response to state that an inventory was conducted; the
response contained part of a map showing Mr. Tatum's buildings. Map 16, titled
"Structure Inventory," is also a part of the approved permit which shows location
and describes the structure. Figure 1, a map titled "Water User Survey,"
accompanied the response and depicts the location of Mr. Tatum's windmill.
AFO further understands the DMG response to state that subsidence monitoring
was conducted on those alluvial valley floor lands (AVF) that were undermined.
While this monitoring was initially planned to include the First North Main that
would have undermined the Tatum property, monitoring points were established
over the Third North Main instead since the First North Main became inactive. The
maps submitted with the DMG response show that mining has not occurred under
Mr. Tatum's buildings. The maps represent that the room and pillar mining
stopped about 350 feet from Mr. Tatum's adobe house. DMG states that mining of
the First North Main ceased in 1988.
