Hydrology Water Quality, Item No. 7 Response, the <br />' Operator (Castle Concrete Co.) committed to the following relative to culvert <br />design: <br />' "A field profile will be obtained at each location along the axis of <br />the culvert. In addition, any secondary drainage Prom road ditches, <br />the truck ramps, visual berm terraces etc. will be identified. ,~ <br />detailed design with pertinent elevations, slopes, entrance/exit <br />features, bedding, HW/D etc. will be developed Por each crossing. <br />Installation will be completed in accordance with desig,l <br />recommendations. An as-built of each installation will be provided to <br />' the MLRD. All installations will be completed in accordance wit11 <br />current Colorado Department of Highway (CDOH) Standards Por culvert <br />installation. Design will safely convey a Qzs storm event across the <br />Access Road." <br />DESIGN/CONSTRUCTION <br />' Subsequent to the above referenced "Response to Letter of Adequa~~y" a <br />Final Design Analysis Por HR-6 Snyder Quarry CAP dated February 199(1 was <br />prepared and submitted 3/22/90 to all parties of interest (Cedar Heights) In an <br />~' attempt to reach an agreement as to culvert size to be installed at the HR-6 <br />location as was indicated in Item No. 10 & 11 Response of the above <br />referenced "Response to Letter of Adequacy". After much correspondence, no <br />agreement as to size was reached as of August 23, 1990. On August 23, 1990 <br />' Castle Concrete Company received a Notice oP Violation M-90-070 wherein the <br />Operator was directed to install the HR-6 culvert, among other items, no later <br />than October 10, 1990. The Operator has Installed the HR-6 culvert as <br />originally directed by the Board (sized to accommodate the Qze flow). It <br />should be noted that installation of the HR-6 culvert to the size directed by <br />the Board may result in exceeding the current capacity of the existing <br />downstream facilities. It remains this Consultant's recommendation that <br />' downstream facilities be upgraded by Cedar Heights to accept at least the Qxo <br />flow or that Castle Concrete Company be held harmless from any damage <br />resulting Prom flows reaching the Cedar Heights facilities in excess oP [heir <br />current capacities. <br />LJ <br />1 <br />
