The proposed change consists of an engineered <br />embankment to serve as an interior dike, creating three reclaimed reservoir cells instead of two <br />(as shown on the current reclamation plan). The additional cell would serve the municipality of <br />Arvada as a separate project. The remaining two would be used by the City of Thornton. The <br />proposed dike would not be a substantial change. to the reclamation plan, as water storage is the <br />approved end use for the property. <br />The dike will be constructed from on-site materials consisting of overburden and clay shale. The <br />approach is very similar to the construction of the perimeter embankment approved by the <br />Division for the two-cell reservoir system. Construction plans and specifications are attached, as <br />well as a revised Reclamation Plan (Exhibit F), revised reclamation cost estimate (Exhibit L), <br />results of geotechnical testing performed by CTL/Thompson, and a slope stability analysis. <br />We trust the information provided is complete and will be substantial enough to allow a decision <br />on the proposed Technical Revision.
