III. COMMENTS -COMPLIANCE <br />Pg 1/2 <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments in Section IV describe any enforcement actions <br />taken during the inspection and the facts or evidence supporting the enforcement action. <br />North Thompson Creek C-1981-025 <br />6 June 2005 <br />This was a complete inspection of the North Thompson Creek Mine conducted by <br />Jim Stark of CDMG. The records were checked on 23 May 2005 and the site was <br />inspected on 6 June 2005. The weather was warm and sunny and the ground was <br />dry in most places. <br />Availability of Records: All of the necessary records were available at the Garfield <br />County Courthouse in Glenwood Springs. See the records checklist for more detailed <br />information. <br />Roads: The access road to the ponds, portal and flume area appeared to be stable <br />at the time of the inspection. There were no ruts or erosional problems noted <br />- The road from the portals to the treatment ponds was stable and well maintained at <br />the time of the inspection. The road was partially covered with water from overflow <br />from the ditch between the portal discharge pipes and the Long Pond. Notice of <br />Violation CV-2005-007 was issued as a result. <br />Hydrologic Balance: -The Long Pond contained water at the time of the inspection. <br />The pond appeared to be functioning properly at the time of the inspection. No <br />erosional problems were noted on the pond embankment. Water was, however, <br />flowing out of the ditch to the Long Pond and onto the access road and surrounding <br />areas. The ditch was not clogged but, rather, it appeared to be overflowing due to <br />increased portal discharge. Notice of Violation CV-2005-007 was issued as a result. <br />- Ponds T-1 and T-2 were functioning as designed at the time of the inspection. Water <br />was discharging from pond T-2 into the North Thompson Creek at the time of the <br />inspection. There was, however, water also flowing out of the emergency discharge <br />pipe, overland, into Pond P-9 at the time of the inspection. Approximately'/2-acre <br />was covered with water. Notice of Violation CV-2005-007 was issued as a result. <br />There were no erosional problems noted on either embankment. <br />- Pond P-9 was stable at the time of the inspection. The pond was about half full from <br />water discharging into it from treatment pond T-2. Pond P-9 was not discharging at <br />the time of the inspection. The embankment was well vegetated at the time of the <br />inspection. There were no erosional problems noted on the embankment. <br />
