Mountain Coal Company has teceived <br />all necessary approvals from the Colorado Htghway Department (see Appendix <br />C). In addition, in compliance with tole 2:07.6(2)(d)(iv)(B) and (C) of the <br />Colorado Mined Land Reclamation Board Regulations, West Elk Mine has Issued <br />public notice and provided a public hearing. <br />3.0 .TOPSOIL STORAGE <br />Topsoil storage for Phases I through III were located south of the pile construction is the <br />area indicated on Figures LWP-002 through LWP-004. This acre contained a long ridge <br />of triangular cross-section with 2H to 1V side slopes varying in height from 16 w 37 <br />feet. The coda were conical, also with 2H to 1V alopea. The estimated maximum <br />volume of topsoil which was stood In thin area was approximately 28,500 cubic yards. <br />A typical.cross-section is provided in Figure LWP-007 in Appendix D. For Phase N, <br />topsoil will be stockpiled on the SO-foot bench constructed in Phase III. The topsoil <br />stockpile will have a parallelogram shaped cross-section having 2H to iV slopes end a <br />maximum height of 40 feet. A 10-foot buffer zone will be maintained between the tce <br />of the topsoil pile and the edge of the bench. The cross section of this area may be <br />found in cross section A-A, Figute LWP-011, in Appendix K. It is estimated that this i~ <br />
