~•SEP 05 '% 01~52PM PEABODY WSTN SENECA MINE P.4
Ms, Erica Crosby
September 4, 1996
Page 3
Engineering Depts. We were hoping that Mr. Draper would allow us to
place. the excavated material from RCR 27A along the shoulder of RCR
27 to minimize the diaturbance on the Hallenbeck property. we
Further explained that the revision submittal showed the ^worst-
case" diaturbance on the Hallenbeck property, since it included the
detour road for traffic while the dragline crossed RCA 17. This
deigtir would h~sve caused approximately 4 acres of diaturbance,
-~.noluding tale removal and reconstructing of a stockpond on the
Hallenbeck property. Neither you nor Larry asked about the work
associated with the widening of RCR 27A and why it was sot
permitted by Seneca.
Mr. Draper did come out for our meeting in the morning on the 22nd.
since we told him that RCR 27 would' need to be closed for
approximately two hours to cross it with the dragline, he stated
the: instead of doing all of the adflitional disturbance associated
Grid the extra detour road that the county will close the road the
morziing of the crossing. He thought it was a good idea to use the
excavated material from RCR 27A and place it adjacent to RCR 27
witYein our existing easement on this road, minimizing the
disturbance. Mr. Draper said that he had no problems with the
deadhead plans and informed us we could start the next day with the
wide.nirq of RCR 27A.
On Friday Auyust 23, I called Larry and left a voice message that
we had received approval from Routt county to qo ahead with
widening RCR 37A and to place the fill alongside RCR 27, within the
mxistinq county road easement. When the Xoast permit was approved
in August 133°, the county requested that we add a turn lane in
both. directions at the intersection of RCR 27 and Yoast Haul Road
"~°' for safety reasons. These two lanes were not included in the
'!oast permit area, yet they were discussed with the Division, since
they were constructed at the request of the county. We felt the
{ii' along P,CR a7, associated with the widening of RCR 27A, was a
similar c~.rcumstance since the county approved it even though TR-03
had not yet been approved. Work started that morning.
Un Monday Augus+;, 26, we had a phone Conversation on several issues
and I mentioned to ycu that we started the work on widening RCR
27A. Within the hour, Larry called me back asking several questions
abet±t this work. i asked him if the Division had a problem with
what we were doing, I would be happy to atop the work until we were
giver. the qo ahead by the Division. Larry said that we could
continue with the widening. Seneca received the oversize permit to
•walk the dragline on RCR 27A and RCR 27 on August 28, a Copy was
faxe3 to zrou on August 29. We received the Administrative Permit
z%ott+ the Routt County Regional 8lanning Commission, for this
dead:`l~d project on Auquat 30.
