(EFCI) is submitting revised data and a <br />proposal to complete abatement of the above referenced Notice of Violation. <br />Full abatement of the subject violation is complete with the exception of Step No. 2 as documented <br />in our letter to the Division dated February 16, 1993. Accompanying this letter were soil analysis data o0 <br />samples from the 1992 reclaim area. Upon review of then data, the Division suggested that EFCI propose <br />a fertilizer amendment plan incorporating 20 lbs. nitrogen and 45 lbs. potassium per acre as abatement for <br />Step No. 2. <br />EFC[ had the soil laboratory ro-run the analysis for extractable potassium (copies attached) which <br />now indicate that this nutrient occures in predictably high levels and requires no amending. The available <br />nitrogen (N) is low, however, and should be amended. Addition of nitrogen, especially at the low proposed <br />rate, would be most beneficial after plants begin germinating this spring. <br />EFCI is proposing a feRilizer amendment plan to ad a minimum of 20 lbs. of nitrogen per acre <br />hacl n.-, the re.iso: soi::.a:.lys:, d.°•.a. :n cddion, the fertilizer will M snnlied to the surfaca of the soil <br />over the entire 1992 relcaim area no later than June 30, 1993. <br />Please contact me with any questions or concerns regarding this proposal. <br />Sincerely, <br />CEP <br />Allen S.
