The results of this survey are. shown on the attached <br />drawing. As you will note, with the exception of two drill holes, <br />there was more than four feet of non-toxic cover on the three <br />completed lifts, The two holes that showed 3.6 feet of cover <br />are located near the edges of the refuse pile and may have been <br />subjected to settling. This survey should satisfy Step 1 of the <br />abatement procedures of NOV C-85-G37. <br />NOV C-85-037 was written based on the data the Division obtained <br />when Division Representatives dug holes on the uppermost lift. <br />On Page 4-46 of Snowmass' permit, it states "Reclamation of this <br />area (refuse pile) will be done in increments as the lifts are <br />completed. Final compacted waste will be covered with four feet <br />of good quality fill material." It is Snowmass' position that the <br />uppermost lift has not been completed. On May 22, 1985, Snowmass <br />measured the height of the uppermost lift and determined that <br />its total height from the lower bench was 26 feet. On Drawing <br />D-9-12 of Snowmass' permit, it states that a lift is completed <br />when it reaches a vertical height of 40 feet. Therefore, since <br />
