The reclamaton plan calls for returning the disturbed areas, after mining and reclamation. to a land use that e
'general agr+cultural' This land use a consistent with that found m the surrounding area Because of the -dry
land" nature of the seed mix presented herein. urgatron of the disturbed areas will not be attempted.
The predominate feature of the reclaimed area will be a flat graded area approxanately 25 feet below the
surrounding undisturbed elevatan A Reclamaton Plan Map depaUng the confguration of the reclamed
ground surface can be found in 6di+bit F
Reclamation will be conducted in a phased manner and will start in each phase at the time when the sand and
gravel resource has been depleted In other words. reclamation may happen during the same time as gravel
extraCtbn activdies are occurting in each phase. Since no more than 30 acres will be disturbed a[ one Ume
Except the staging area, reclamation efforts will begin prpr to and simultaneously wdh fhe next sand and gravel
removal process The initial reclamation efforts, consisting of sloping and grading began during 2001a1ong the
westerly boundary of Phase One Reclamation will occur on a 12 to 18 month cycle until all mining activdies
have ceased.
BACKFILLING AND GRADING - AS each of the extractan have the resource removed, the backfitling and
grading actmues will commence except for any working gravel faces(s) The stockpiled overburden wit be
hauled from ds storage area adjacent to the mining area by mobile equipment and placed where required to
achieve a level topography and properly backfilled slopes. In order to achieve a'natural' appearance the side
slopes of the exlractron they wilt be regraded rtregular and will range from no steeper than a rata of 2: t
(twr¢ontal to vertaaq to a ratio of 3 1 Appropmately 50 percent of the total length of the slopeswdl begraded
to the 2,1 ratio. BackUlling and grading will be done by dozers, andlor, scrapers which will compact and
stabile the overburden material. To insure stability of the slopes. material will be placed m 12 inch lifts and
compacted to a minimum density of 85 percent.
In the event that material delivered to the facddy is used m the t>ackhlhng and grading operations, the lollowmg
procedure will be implemented to insure that the material is clean and inert
1 The indmdual or company delnrenng material to the facility is required to sign an affidavk certdYn9 that
the material +s. clean and inert, the originating source of the material, and the estimated volume. At the
discretion of the tastily operator, the certificatron may also include an environmental audd of the source
site prepared by a Colorado Registered Professbnal Engineer or a Registered Environmental
Manager
2. During the stockpiling process, the facility manager, and those Individuals who operate the stockpiling
equipment, will conduct constant visual analysis of the delivered material on a truck by truck basis. At
a minunum, the visual evaluation will xientrly that the soil does not have any hydrocarbon
contaminaton, hazardous substances, or other solid waste
3 In the event that contaminated material is identified, all work m the xnmediate area will cease and a
Colorado Registered Professanal Engineer or a Registered Environmental Manager will be contacted
by the facility operator The listed qualified mdivxlual(s) will prepare, superv+se and xnplement a
Remediatan and Disposal Plan conducted m accordance wdh the requirements o1 the governing
regulatory agencies.
TOPSOIL REPLACEMENT -Topsoil replacement will occur m a phase by phase manner using mobile
equipment once all re-grading of the area disturbed by mining 5 complete Topsoil will be replaced to a
thirkness of at least 8 inches which is appropriate to establish vegetatan commundies consistent wdh the post
mine land use
RE-VEGETATION -The intent of the re-vegetatron is the estabhshmentof plantcornmunibesconsistentwith the
post-mine land use.
