It waB decided that permits would be required on all operatiaas currently un-
permitted, and that all applications would have to be heard at the same date
in accordance with C.R.S. 1973 ,. Section 34-32-120. as amended. The Board unani-
mously approved the issuance of Cease and Deelet Orders on all ten unpetmittad
operations with the proviso that the Board will hold an emergency spacial
meeting, if necessary, at the earliest date all eleven applications (including
'the converelon/amendment of the Grace Yit permit) plus any other uapermlttad
operations you may have conducted can ba heard. In addition, the Board stipu-
lated that if Nielaoue dose not have applications submitted on all unpermittad
