It was issued <br />as a result of my inspection of March 21, 1984, which identified a pile of <br />coal refuse that was pushed over the outslope of the reclaimed portion of the <br />refuse pile. <br />Please read the document closely as it explains your abatement requirements, <br />obligations and rights in this matter. The Division will issue a proposed <br />civil penalty for the violation within 30 days of Issuance. You may submit <br />written comments on the violation within 15 days that I may consider when <br />assessing the civil penalty. Enforcement procedures and civil penalty <br />assessment procedures are specified to Rule 5.01, 5.03, and 5.04 of the <br />Regulations.
