C-81 -JQa <br />As you reeuested, I have reviewed the odecuacy of the surface water sections <br />of Permit Revis'on 'Jo. 1 submitted by Peaboay Coal Camoany on <br />~ovemoer 25, i?86. ibis infor~ation is oresenten as Sec :ion '! of Tao 7, and <br />includes aooeneices in volumes 3 throueho. in adaition, the annual <br />hyerologic report submitted recently far the years 1480 throuoh 1986 was also <br />reviewed but is reported in a separate memoranpum. My comments following <br />review are provided below far yeur consideration, , <br />.~ variance was reouested by PCC to exempt ?end 3 from the design <br />rroouirements of ,Rule a.OS.d. The Division approved a variance for <br />this structure and ;lo s. 2,~,~ and cat the time of permit approval. <br />The drainage basin dYe3 above this sediment trap was reclaimed in <br />1983 and will not be disturoed as described in the mine plan, <br />Continuance of the variance for this structure is acceptable, <br />2. Ponds 2,a and 5 ~+ere redesigned as part of the permit revision. <br />The designs utilize standing riser pipes for emergency spillways, <br />~s.the,capability pf passing the runprf from the 100 year, 24 hour <br />scorn =vent. has Seen incorporated into the design without ~ ~' <br />overtopping the embankments, the Division ronsicers the designs.for <br />these .ponds ac ceptabie. The designs presented for the collector " <br />ditches to the ponds also were de*_e ^lined to meet the reouirements <br />of the re?ulations. <br />?. The surface drainage systett and culvert specifications as defined <br />in Toole lc"-3 mee*_ the requirements of ,Rule u.03.1(a), <br />in describing the surface water operational monitpri^p program <br />(pace 7-'S and 105), Peabody asserts that the original plan as <br />defined in Exhibit i-? is incorrect. The stations in t''e <br />monitoring network were chosen to define the effort or mining by <br />conducting above-and-below monitoring of flow and euality.
