<br /> <br />~~' „ Flow initiated outside the permit area and was not as a result of any actions by the operator but, rather, <br />the flow occurred because of melting snow, heavy rains coupled wi[h a few buried rotting aspen trees. <br />However, since the mud flow caused a small disturbance in the southwest corner of the permit area, the <br />operator was ordered to submit a well developed, engineered plan to prevent further migration of the <br />mud slide (see documents 11, 12 and 13). <br />The operator submitted a plan to the Division on November 7, [996 (documents 14 and 15).
