<br />~~ <br />Battle Mountain Gold <br />3/31/92 Notice of Probable Violation <br />Abatement Plan Requirements <br />(Permit No: M-88-112) <br />Updated as of May 27, 1992 <br />As abatement for the Notice of Violation issued to Battle Mountain gold (BMG) <br />on March 31, 1992, the Mined Land Reclamation Board imposed the following <br />abatement requirements, as proposed by the Division with amendments,, as noted. <br />(1) Increased Tailings Area Security: <br />BMG shall develop and implement a Tailings Area Security progra in <br />order to safe guard the health and safety of the general public and <br />wildlife. The plan shall be submitted to the Division as soon s <br />possible for review and approval. In the interim, BMG shall im lement <br />whatever increased surveillance it deems appropriate to control the site. <br />Status: Implemented - BMG submitted acceptable proposal April p, 1992, <br />and implemented increased security immediately. <br />(2) Assessment of Environmental Impact: <br />BMG shall review ail available environmental monitoring data co lected to <br />date, including its approved ground and surface water monitorin sites, <br />air quality monitoring sites, the collection pond leak detectio system, <br />the processing plant circuit, and any other applicable monitori g <br />facilities. A report summarizing its findings shall be submitt d to the <br />Division by Friday, April 10th. <br />Status: Satisfied - BMG submitted acceptable report April 13, 992. <br />(3) Accelerated Frequency of Environmental Monitoring: <br />The frequency of monitoring of the environmental monitoring facilities <br />referenced in item (2> above shall be accelerated to bi-weekly,, <br />commencing immediately. The initial samples shall be submitted to an EPA <br />certified laboratory for "rush" analysis. Subsequent samples m y be <br />processed normally, Accelerated sampling shall continue until elaxation <br />is approved by the Division. <br />The results of each set of sample analyses, covered with an appropriate <br />brief summary letter report, shall be submitted to the Di vision'Jllwithin <br />three days following completion of the analyses by the laborato y. <br />Status: Implemented - BMG is complying with the accelerated fre quency. <br />- BMG requested relaxation on April 16, 199 2. <br />- The Division has declined to approve rela xation. <br />(4) Tailings Cyanide Detoxification: <br />BMG shall develop and submit a plan for cyanide detoxification off the <br />entire slurry and liquid contents of the tailings impoundment aslsoon as <br />possible for review and approval by the Division.
