TR 21, January 31, 2000. By this TR, information in the PAP was updated concerning land
ownership and the state of repair of selected facilities, and provided for the disposal of cleanings
from the water treatment system.
Minor Revision 14, April 27, 2000. This minor revision established the period of coverage and
report dates for Annual Hydrologic Reports.
SECTION III - STIPULATIONS
There are no stipulations on the permit.
SECTION IV—MIDTERM REVIEW AND ADEQUACY QUESTIONS
(Pursuant to Rule 2.08.3)
This section documents the findings of the review. Questions of adequacy are identified in bold
for consideration by the permittee. Items are organized in numerical sequence of Rules
applicable to those portions of the PAP reviewed.
Rule 2.03.6
The permit is, with the exception of an error, in compliance with this Rule. The acreage of the
permit is identified as 3336 acres on page 3 of the renewal application14, consisting of 1516 acres
of federal land and 1820 of private land. On page 2-1 of the PAP, the areas are further described
as 3300 acres at the mine site and 36 acres at the loadout site. However, "Section 6" as reads in
the third paragraph under 2.1.2, page 2-1 of the PAP, should read "Section 5". In addition, some
of the information is better portrayed on Drawing D-3-3 in lieu of Drawing D-2-3.
Item 1 Please change "Section 6" (third paragraph under 2.1.2,page 2-1 of the PAP) to
read "Section 5" and "shown on Drawing D-2-3." to read "shown on Drawings D-2-3 and
D-3-3."
Rules 2.04.13 and 2.05.4
Part 1. Figures have been entered under the History section of this Midterm Review regarding
acreage of disturbed areas. However, different quantities of acreage appear throughout the PAP
and associated reports with regard to disturbed areas and status of reclamation. Some differences
appear to be as a result of approximations, some from reclassifications, and others perhaps from
changes in definitions and semantics, over the interval of the current permit and previous terms
of the permit. Others appear to have resulted from keeping historical information in the text of
the PAP without clear references to current status. Although the status of areas is considered
more important that the precise quantities, quantities and status establish a basis for determining
bond requirements.
North Thompson Creek Mines -5- 6 Feb 2001
