s • • III IIIIIIIIIIIII III <br />M O F F A T L I M E S T O N E C O M P A N Y <br />M A Y B E L L, C O L O R A D O <br />February 10, 1992 ~ ~ ~~ <br />Mr. Luke Danielson, Chairman 'EE '99? <br />Colorado Mined Land Reclamation Board Mlns; _~nd <br />Denver, Colorado 80203 -Tc~+.-_ _,. <br />Dear Mr. Danielson, <br />I met with William YorkFeirn on February 6, 1992 for a preliminary review <br />of my application fora 112 Mining Permit. At that time I disclosed to Mr. <br />YorkFeirn that mining operations during 1991 had progressed beyond the limits <br />of the area permitted under by Limited Impact Permit No, 82-141. He told me <br />that this was an infraction of the Board's rules and would have to be brought <br />to your attention. The purpose of this letter is to set forth the history of <br />my actions and hopefully to provide the Board with a proper basis for assessing <br />the severity of my offense. <br />1982 - I prospected the area between Craig and Vernal, Utah for chemical grade <br />limestone deposits. I subsequently located mining claims on BLM lands at <br />several sites including Juniper Mountain and Cross Mountain. The Cross Mountain <br />claims were later dropped. After assessing the thicknesses, grades and mine- <br />ability of various localities I concluded that a site on the north slope of <br />Juniper Mountain near Maybell was best suited for development. <br />1982 - I applied for and received a 110 Limited Impact Permit for the Juniper <br />Mountain site. <br />1982-1985 -Several holes were drilled on the subject site, and several bids <br />were submitted to the Colorado - Ute Electric Association, In. to supply <br />limestone for the power plant near Craig. Although the drill data indicated <br />the presence of high grade chemical limestone (high Ca content) my efforts to <br />obtain a sales contract with the power company were unsuccessful. <br />1985 - Moffat Limestone Company was formed to provide a corporate vehicle to <br />undertake development of the Juniper Mountain limestone site. Mr. Don Steele <br />of Maybell assisted in preliminary development work at the site and thereby <br />earned a 49°~ interest in the company. I leased my claims to the new company. <br />A trench 12 feet wide by 20 feet deep by 200 feet long was dozed by Steele to <br />expose and evaluate a portion of the limestone strata and to provide a starting <br />point for actual mining operations. <br />1990 - A "Letter of Agreement" was signed by the company (Don Steele and myself) <br />and Darryl Steele (brother of Don) to provide for mining of the property by <br />Darryl. <br />
