There is a large <br />stockpile of material located on the pit floor, apparently to be drawn upon in the future as <br />material is needed by the County. An electric fence extends along the western boundary of the <br />permit area which coincides with the Highway 142 right-of-way. The fence is reportedly owned <br />and maintained by Quinlan Farms and Ranches who is the indicated owner of the property <br />immediately adjacent to the permit area on the north. <br />There has been no effort on the part of the County to minimize the effects of runoff from the <br />disturbed areas of the pit to the quality of local surface water. In the County's adequacy <br />response dated June 30, 1999 SSee attached material), the County committed to employ measures <br />such as ditch liner, flexible pipe and hay check dam to control runoff from the site. Some <br />effort in regard to this adequacy concern should be made.
