RPR 11 ' 90 16 ~ C~2 CYPRlJS YRMPR 'JRLLEY <br />P.7i7 <br />. ! ~ 1 <br />r._: Violation No. 3 of NOV Number 79-5-18-6 was cited for failure to protect <br />the hydrologic balance and Failure to prevent additional contributions <br />of suspended sediment to streamflow. The culverts for the haulroad on <br />the south end of the pit had been completely tilled in and the drainage <br />above and below the road had been partially buried by scrapers. The <br />result was that the natural drainage was completely blocked. The <br />remedial action required for the violation abatement was to remove the <br />fill material from the natural drainageway, to replace the culvert, and <br />to construct a downstream sediment pond to permit specifications. <br />715.18 Dams Constructed of or Impounding Waste Material <br />Not applicable to this operation. <br />715.19 Use of Explosives <br />The blasting logs were reviewed and the blasting activities appeared <br />to be in compliance. No occupied dwellings were within one-half mile <br />of the blast sites. The company was cautioned ehaC the maximum weight <br />of explosives in pounds that could legally be detonated in any 8 milli- <br />second period was being approached for the 5,000 plus feet distance to <br />the nearest dwelling. <br />It was not determined whether blasting has occurred within 500 feet <br />of the underground mine (Sec. 715.19 e(1) vii(c)). Phis should <br />definitely be examined in the follow-up inspection by 051.1. <br />The public notice of blasting was inadvertently noe checked during the <br />inspection. <br />715.20 Revegetation <br />No revegetation ateempts had been made at the mine since the entire <br />area is still being actively disturbed. <br />CONCLUSION <br />For clarification purposes, the time for abatement is no later than 4:30 p.m., <br />December 7, 1979. <br />Overall, Energy Fuels Corporation should exert more diligence in topsail handling. <br />The deficiencies in protection of the hydrologic system are obviously the major <br />problems on the site. <br />~.~~~ ~ <br />' r ~- <br />RON.9LD CRECC <br />RECLAMATION SPECIALIST <br />I.. <br />-3- <br />
