SEC 11, T48N, R10W <br />"SHAVANO GRAVEL" <br />January 2002 - 112 Conversion (Revised: 12 July 02) <br />fi.as[2)(a.) Reclamation Provisions: Eventual reclamation for the entire site shall be restoration of <br />the resulting lowered bench surface an industrial yardsite. Reclamation to be performed at the <br />site shall consist of surface smoothing, topsoiling and range grass re-vegetation of the finish- <br />graded headwall slopes. Mined-out pit floor azeas are to be progressively smooth-graded for <br />mining process & stockpile operations, then left intact (flattened and compacted) for post-permit <br />industrial yazdsite operations. This is to continue the use of the entire 49-acre site for industrial <br />yardsite and storage following permitted gravel mining, process and storage activities. <br />[a) Reclamation Consistency: Primazy and traditional land use in the vicinity is dry- <br />range livestock grazing, with some gravel resource mining and other industrial activities. An <br />electrical power substation is located just northwest of the subject site. Some irrigated <br />agriculture occurs in off-site lower elevation lands surrounding the mesa on all sides. The chosen <br />industrial yardsite reclamation goal is consistent with the primary goal for other open-pit mining <br />operations, and with state and county planning goals. <br />]q Section 3.1.1 Compliance <br />{3.I.i(1)} Post-Mining Use: Industrial yardsite <br />{3.1.3} Reclamation Phasing: <br />1) Headwall Sloping--- ongoing, excavated to final slope <br />2) Overburden--- included in resource mining <br />3) Finish-grading of sideslopes and pit floor, reclamation rip-loosening -topsoiling -reseeding of <br />sideslopes are to be progressively performed as mining proceeds . <br />{3.1.4} Public Use: not applicable, due [o safety considerations <br />{3.1.5} Materials Handling: <br />1) Progressive pit floor smooth-shaping <br />Progressive headwall 3-horizontal to 1-vertical (3:1)slope-retention <br />2) Backfilling of rock rubble & subsoils may occur )n the pit floor to the extent necessary to <br />level and smooth the floor surface <br />3) Floors graded smooth, "daylighted" excavation edge toward the north, southwest. A small <br />surface moisture-retention berm is to be employed at crest. <br />4) Headwall slope rough-grading is to be on-going with excavation at pit boundaries. <br />5) Refuse disposed of properly; no acid nor toxic materials involved <br />6) No holes involved <br />7) Finished 3:1 headwall slopes are consistent with existing slopes of the mesa which contains <br />the subject site, other gravel pit operations, extensive grazing range, and the regional <br />cemetary. These slopes are compatible with safe livestock grazing, with no need for <br />traversing with farm machinery. <br />8) Agricultural crops are not involved. <br />9) Minor backfilling involved in the finished pit floor for leveling pit floor only. <br />10) No pollution hazard involved in possible burial disposal of oversized boulders. <br />11) No pollutants to groundwater. <br />{3.1.6} & {3.1.7} Water Considerations -no Bound water resources are to be affected. Surface storm <br />water is to be retained on the site. <br />{3.1.8} Wildlife -not applicable, no special considerations necessary <br />14 <br />
