This responds to your letter dated 13 June 1980 requesting technical
assistance to analyze changes in the channel morphology of St. Vrain
Creek, and determine the associated impacts on stream bank erosion,
buffer instability and potential increase in flood hazard for surround-
ing lands.
The Omaha District's authority to provide technical assistance orig-
inates from The Water Resources Act of 1974, Section 55. It specifi-
cally authorizes technical and engineering assistance to non-Federal
governmental sub-divisions to develop solutions to specific shore-
line or streambank erosion problems. Our technical and engineering
assistance can include the following:
a. Conduct an on-site investigation to determine scope of erosion
problem.
b. Develop al[ernate methods to control the specific erosion problem.
c. Technical aid to strengthen the recipient in developing its own
capability to plan, design and contract for construction of erosion
protection.
d. Provide copies of pertinent Corps technical literature, informa-
tion and data.
e. Review of plans and specifications prepared by non-Federal public
interests or engineering firms for such interests.
f. Inspection of construction.
Such assistance does not include conducting engineering studies of the
type and scope requested in your letter.
