Ms. Anne Baldrige
Page 4
November 5, 1985
To date, There have been no suspended solids excursions for pond 004 during its 3.1 year
life span. Pond 003 has had five excursions in 5.7 years, with all five excursions occuring
within only the first seven (7) months of 1980. This can be related to the disturbances
associated with construction of the pond and a lack of vegetative cover which did not
fully establish until later in the growing season. Pond 002 has hod three excursions in 5.7
years, with occurrences in September 1983, July 1982 and March 1980, respectively. It is
therefore concluded that the estimated actual sedimentation rates presented earlier are
probably more representative of actual conditions, that mitigative measures to control
sediment in the mine disturbance areas before reaching the sediment ponds are success-
ful, and that the sediment ponds are functioning as required.
PCC proposes to implement a sediment level monitoring schedule of every ~ Years based
on the storage volumes presently available. PCC will continue to observe sediment pond
conditions as part of current reclamation management procedures. Sediment level
monitoring may be implemented sooner if field observations indicate excessive sedimen-
tation levels. The method for surveys will follow methods outlined earlier in this letter.
Permanent reference points have been established to insure consistency iri measurements
and accurate comparability.
It is PCC's understanding that submittal of the information contained within this letter
and subsequent concurrence by CMLRD, satisfy the abatement steps and requirements in
NOV C-85-081.
If you have any questions or require further clarification, please contact me as soon as
possible for timely and positive resolution of this issue.
Sincerely,
~~"'..~1 f~rsr,:.,"""' "~..'
Vern Pfannenstiel
Colorado Project Manager
kmt
c: Curt Belden
Slade Dingman
Mike Hyer
Jim Lunan
Lynn May
Terry O'Connor
Leonard Shearer
Tom Wainwright
Don Zulian
