Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division received Technical Revision (TR-03) for the Lyons Quarry, Permit No. M-1977-208 <br />operated by CEMEX, Inc. The revision was submitted as a result of the Division's inspection of June <br />24, 2004. The revision involves the retention of mine access roads and highwalls as a component of <br />the final reclamation plan. <br />The Division has the following questions that will need to be addressed prior to approval of the <br />revision: <br />In 1984, the Division approved a technical revision to leave a highwall along the east and <br />south sides of the A-Pit Reservoir. At the September 26, 1984 Mined Land Reclamation <br />Board meeting the revision was approved with a stipulation. The sfipulation states the area <br />may not be used for recreational purposes as a final reclamation land use, and the public <br />access to the lake be prevented by using a 6-foot chain link fence with barbed wire aoound the <br />top. Please see attached letter for further detail. <br />The Division did not recall seeing such fence around the A-Pit to prevent public access. <br />Please inform the Division as to the status and location of this fence. <br />2. Upon further review of the 1984 technical revision request, it does not appeaz that highwall <br />stability was addressed for the A-Pit. Rule 3.1.5(3) states that if not eliminated, all highwalls <br />should be stabilized. In order to ensure that highwalls will be left in a manner that is stable, <br />please provide an engineering stability analysis for the final highwalls to remaining in place <br />on the A and B Pits. Information for slope stability analysis may include, but would not be <br />limited to, slope angles and configurations, soil or rock strength determination, physical <br />chazacteristics of earthen materials, pore pressure information and information on structures <br />or facilities that could be adversely affected by slope failure. <br />3. CEMEX proposes leaving a number of roads throughout the property. A number of roads are <br />concentrated south of the Smead Ditch and west of Pit C. Please justify the need for all of <br />the road segments in this area.
