Seriousness <br />I agree with the proposed penalty. The amount of topsoil loss is hard to estimate. Some topsoil <br />can be retrieved and resprcad. The topsoiled spoils were left unneeded for a duration of almost <br />one year. I can consider this to be a significant length of time, especially given the fact that <br />topsoil is such short supply at this mine. <br />Fault <br />I agree with the proposed penalty. <br />Good Faith <br />I am aot recommending a good faith reduction.
