Kamnikar; <br /> RE: Hall-Irwin - Technical Revision <br /> Bailey Pit, M-84-099 <br /> This Technical Revision is to address the Division concerns <br /> and discussion points that resulted from the September 4 meeting <br /> between Steve O'Brian of Environment, Inc. , yourself and Mr. Carl <br /> Mount. This Technical Revision addresses the five points out- <br /> lined by Mr. Mount. <br /> 1 ) ARMY CORPS OF ENGINEERS(ALOE) - Attached is a copy of Tectonic <br /> Construction CO's ACOE permit for your review. This permit <br /> required them to take specific actions to stabilize the <br /> river banks of the St. Vrain River where it crosses from <br /> west to east in the central part of the site. It included <br /> bank sloping and reclaiming the area with willow and cotton- <br /> wood stakes and wetland grasses to reduce or slow erosion <br /> along the channel. The filling and bank reconstruction work <br /> was completed by the spring of 1996. The upstream gravel <br /> operation (Siegrist) moved the river back into its original <br /> channel in 1996/97 and the highwater that occurred during <br /> the spring of 1997 and 1998 caused changes in the river. It , <br /> caused a bank cutting problem in the southwest quadrant of <br /> the river area that also caused additional channel changes <br /> downstream along the project area that now have to be cor- <br /> rected. The ACOE will not release the Tectonic Construction <br /> CO. from the permit until these corrections are done. <br /> Attached is a letter from Environment, Inc. , containing the <br /> technical information regarding the bank regrading.
