-Letter to Mr. Bruce Hump and Ms. Anne Baldrige regarding BMRI S~uis Mine TRIMS Response Plan <br />January 5, 1999 <br />Page 2 i <br />As part of the Response Plan, BMRI should be completely collecting and containing all o~ the seeps so there <br />is no discharge to the Rito Seco surface waters. <br />For any seeps which BMRI anticipates will continue to discharge into the Rito Seco beyonQ March 31, 1999, <br />BMRI will need to immediately complete and submit a permit application for this activity tq the WQCD. The <br />three month period has been established as a minimal time frame that would be requiredlto obtain a CDPS <br />discharge permit. <br />If the seeps into Rito Seco have not been completely eliminated by the time of receipt of this letter, the WQCD <br />recommends that any seeps entering surface waters should also be continually sampled and nalyzed as part of <br />the Response Plan. The WQCD suggests that the seeps be checked and monitored for flow a least on a weekly <br />basis, and that samples be analyzed at least on a montJtly basis for the constituents listed in T le 4 of the TR-15 <br />Response Plan. <br />[n addition, if a hydrologic connection is demonstrated for the ground water in the vic'utiry of the San Luis Mine <br />site and the Rito Seco, BMRI will need to complete and submit a CDPS discharge pertnit pplication for this <br />discharge to the WQCD. Presently, the Response Plan will include assessments [o evaluate a hydrologic and <br />geochemical characteristics of the ground water to determine if a hydrologic connection does exist, and CDMG <br />will also be evaluating this.
