Since the reclamation of old pre-law highwalls, waste piles and other disturbances can only be <br />done through the continuance of mining, delineations are made of the disturbance that is the re- <br />sponsibility of the operator to reclaim as of the Spring of 2004, before the issuance of this permit <br />amendment. These areas aze to be reclaimed and bonded in all cases. An additional delineation is <br />made of the total area that will be reclaimed if the operation is fully mined according to the plan <br />described in this amended permit. This is shown on Map C-5 Disturbed Areas. The map shows <br />that the total pre-law disturbed azeas tota197.4 acres. The total minimum azea of reclamation <br />commitment in al] cases is 48.0 acres. The total reclaimed azea if the mining plan is fully carried <br />out is 138.1 acres. This case allows for the reclamation of all pre-law highwalls, pre-law gravel <br />piles and other pre-law disturbances. The work to reclaim the pre-law disturbances would occur <br />gradually as mining continues, allowing the allocation of a portion of the proceeds to be used for <br />the reclamation. <br />Map F shows the final topography and land uses of the site, which shows the case where all min- <br />ing and reclamation is fully carried out. <br />2. Gold Mine Area Reclamation <br />The mining plan describes that approximately 47 cuts will be made to bedrock as shown On Map <br />C-2. For this plan, the operation will be active in three cuts at the same time: the previous cut <br />will be in the process of being backfilled and topsoiled, the existing cut will have gold extraction <br />and the cut ahead of the active pit will have topsoil and overburden removal. In this way, the dis- <br />turbance will always be minimized to these three cuts. The processing plant and surrounding area <br />will also be active during the mining operation. The final cut, Cut #47 will be smoothed to a <br />slope of 4H:1 V or less and will be left as a lake for the post-mining land use. Ponds #1, #3 and <br />#4 will be combined into one large pond to serve the future development as a sediment catch <br />basin at the low point of the entire permit azea.
