However, a response was never <br />provided by the AFO. <br />We are concerned that Director Uram's concept of a shared commitment to a partnership in <br />implementing the Act is unworkable when the chief of a Field Office Inspection and <br />Enfomzment branch openly declares that the State is negligent in the dischazge of its duties. <br />Certainly this atmosphere of distrust and animosity disperses to the inspection and <br />enforcement staff, the very people who the State most often is in contact with. This attitude <br />translates into an adversarial situation between our respective staffs, which ultimately detracts <br />from effective implementation of the program. <br />I appreciate your concern and attention to this matter. Colorado continues to be committed <br />to implementing the program to the best of its ability.
