Mr. AI Klein -3- June 9, 1994
Deputy Director, Field Operations
violation on the same grounds as those outlined above. However, a response was never
provided by the AFO.
We are concerned that Director Uram's concept of a shared commitment to a partnership in
implementing the Act is unworkable when the chief of a Field Office Inspection and
Enfomzment branch openly declares that the State is negligent in the dischazge of its duties.
Certainly this atmosphere of distrust and animosity disperses to the inspection and
enforcement staff, the very people who the State most often is in contact with. This attitude
translates into an adversarial situation between our respective staffs, which ultimately detracts
from effective implementation of the program.
I appreciate your concern and attention to this matter. Colorado continues to be committed
to implementing the program to the best of its ability. Further, as we have discussed in
Denver at the meeting hosted by Western Interstate Energy Boazd, Colorado is willing to 'go
the extra mile' in an effort to achieve the partnership goals outlined by Director Uram.
However, in order to succeed, the cooperation of all OSM employees is paramount.
Please feel free to contact me if you have questions or comments.
Sincerely,
Michael B. Long
Director
Enclosure(s)
M:10SMKER
