At the request of the <br />HOA and the residents of Swan Valley, I am forwarding this correspondence concerning the <br />application filed by Everist Materials to convert the existing 110 Permit for the Mascot Placer to an <br />expanded 112 Pernaiit covering 79.1 acres. The property owners who are unembers o£the Summit <br />Estates HOA all own properkies adjacent to and accessed via Tiger Road. Tiger Road is also the <br />County Road utilized by Everist Materials for the existing gravel operation at the Mascot Placer. <br />The HOA has requested that 1 state the HOA's position objecting to any expansion of the current <br />operation either in size or in the nature of including gravel crushing as an adjunct to the current <br />spoils hauling operation. <br />The residents aze opposed to any gravel crushing or expansion of the operation at the Mascot <br />Placer for a variety of reasons. First, the HOA does not believe that a crushing operation would be <br />compatible with the provisions of the County Master Plan, the Upper Blue Master Ptah, and County <br />Resolutions 98-145 and 98-146. The vision for the Swan Valley under the Upper $lue Master Plan <br />is to reduce the intensity of land use as the distance increases from existing and planned residential <br />development and the Tiger ftun/Ten Mile Vista/ Breckenridge Golf Course area. The focus for the <br />development of the valley is to emphasize the rural transition, rural outlying zones and to focus on <br />the benefits of low-intensity use and maximization of the recreational and resource values of the <br />azea. The current use of the Mascot Placer for the hauling of the aggregate material out of the site <br />pushes the outer envelope for the proposed uses for this property under the Master Plan. Any more <br />intensive use in the form o£ a gravel crushing operation or the expansion of the mine operation <br />would, we believe, not be in conformity with the objectives of the Master Plan. <br />The residents' second concern is that the increased volume of truck traffic on Tiger Road <br />would substantially diminish the quality of life for Summit Estates and the other subdivisions along <br />~A <br />
