6. The application maps indicate that the DeJohn/Allen fence and access road at the <br />southwest corner of Phase I are to be mined through. No details of repair or reconstruction <br />of these features is provided. Please explain what the final disposition of these features will <br />be and include any appropriate revisions on the reclamation plan map. <br />7. The proposed mine plan map indicates topsoil stockpile slopes of 1.5:1. Slopes this steep <br />are not conducive to vegetation establishment for erosion protection. Please revise these <br />proposed slopes to no steeper than a 3:1 grade. <br />8. DMG recently revised it's policy regarding storage of Hazardous materials on mine sites. <br />The revision requires specific wording be added to all applicable permits regarding spills of <br />reportable quantities. Please see the enclosed memorandum and revise the mine plan text <br />accordingly. <br />9. As noted in the original permit review, final grade of pit slopes for pastureland must be <br />traversable with agricultural equipment. Slope grades of 2.5:1 do not meet this criteria and <br />are therefore not acceptable. In addition, revegetation and erosion control on slopes of this <br />grade are very problematic and could significantly delay successful reclamation and <br />warranty release. Please revise permit text and maps accordingly. <br />10.If the Phase I pit slope adjacent to Gurley Ditch is to be mined to near vertical and then <br />backfilled, please provide a geotechnical stability study demonstrating that this excavated <br />face will be stable at the maximum extent of excavation for this face. Include parameters <br />for ground saturation conditions expected at that point in the operation. <br />1 1 .In order to cut the proposed small area in Phase III out of the permit area, a request for <br />release per Rule 4.16 will need to be filed with the Division for simultaneous approval with <br />this amendment. Please be aware that no mine related disturbance will be allowed in this <br />area after it is released.
