Duration and Extent <br />The duration during which the buffer zone was not maintained was <br />approximately two months, or medium duration. The value assigned for <br />duration is two (2). <br />The extent in area over which the violation occurred was small <br />compared to the totality of the operation. Fault <br />The operator had been repeatedly warned that the Division was particularly <br />concerned with the adequate salvaging and protection of topsoil resources <br />at this site.
