Edna 4/93 <br />page 4 <br />Moffat Pond <br />Eroded inlet in the southeast corner. <br />Grizzly Area <br />Coal and surface graded material dumped outside the berm onto the reclaimed <br />area. This area does not have detailed drainage designs either. <br />None of the CMPs on the Goat Trail road, the explosives area, or the <br />shop/warehouse area had designs. CMP E-12 referenced above did have a <br />design. <br />MAINTENANCE <br />The following items are conditions that are not violations at this time but exhibit <br />characteristics that could develop into violations: <br />The berm east of the Magnesium tank at the shop area should be raised before it <br />is breeched, or snow removal knocks it out, and to keep coal from around the <br />hopper in the pad area. <br />There is a small oil tank next to the waste oil tank that does not drain to the <br />overflcw containment berm for the waste oil tank. This should be routed to the <br />containment area. <br />Same of the CMPs on the Moffat road may need future outlet protection before an <br />erosion violation develops (MAC-3, MAC-4). A down drain needs to be <br />constructed where the road berm ends near CMP E-6. <br />The diversion channel into the Moffat pond is starting to erode in places and <br />impound in places. Sediment from an inlet location has started to back the flow up <br />somewhat. The bottom needs to be regraded when it dries out. <br />We had some problems locating the permit boundary around the tipple area <br />because some markers were missing. Apparently a train with a plow on the front <br />took out some of the markers. P&M should reestablish markers at the tipple. <br />GENERAL OBSERVATIONS <br />The main entrance road from the county road along Oak Creek to the mine area is <br />classified in the permit as an access road. Since house coal is hauled on this <br />road, including semi's, this road must be defined as a haul road in the permit. The <br />road was constructed pre-1977 and as such falls under the existing structures <br />category. I did not find any performance standards violations on the road as I left <br />the site, so it simply needs to be defined as a haul road in the permit. <br />
