The revision request that the 6 to 12 inches of topsoil/overburden replacement be eliminated from the <br />reclamation plan. <br />The Division reviewed the soil information included in the original permit application of 1979. According to the <br />Soil Conservation Service, the soil is described as Perms stomp loam, 0 to 3 (8A) and has a depth of usable topsoil <br />from 0-8 inches. The range site description (No. 237) states the approximate ground cover of the potential plant <br />community is 30%. Stones occupy the land surface, but the spaces between them are well filled with plant cover. <br />The Division concurs that very little topsoil is present for salvage at the Myrin Pit. If no topsoil is available, the <br />Division recommends that the operator separate the fine material to use as a topsoil substitute. CDOT should <br />cormnit to screening out any of the fines to use as a topsoil substitute and commit to an overall topsoil <br />replacement depth to be used during reclamation (for example a range of 2" to 4"). <br />In addition, the seeding mixture and reclamation guidelines set forth in the original 1979 application should be <br />followed. A copy of the August 10, 1979 Reclamation Guidelines document and January 7, 1991 revised seed <br />mixture is attached far reference. <br />The Division's decision due date is set for March 29, 2004. Please respond to the applicable items prior to this <br />date. If you feel more time is needed to complete your reply, the Division can grant an extension to the decision <br />date. This will be done upon receipt of a written waiver of your right to a decision by March 29, 2004 and request <br />for additional time.
