Fiddlers Green Circle <br />Englewood, CO 80111 <br />RE: Edna Mine Permit Renewal Adequacy Concerns <br />Dear Mr. Gontarek: <br />(C-80-001) <br />As discussed during your visit to our office last week, the <br />Division has completed review of the Edna Mine's permit and related <br />documents in response to Pittsburg and Midway's application for <br />renewal of the Edna Mine permit. As a result of this review, a <br />number of questions have been raised related to the Probable <br />Hydrologic Consequences section of the permit. In order to address <br />these questions, P & M will need to submit a technical revision to <br />the Edna permit for Division approval. In the interest of issuing <br />the renewed permit, which is already overdue and in the interest of <br />allowing ample time for P & M and the Division to adequately <br />address the concerns which have recently been identified, the <br />Division proposes to renew the Edna permit with a stipulation <br />requiring a technical revision addressing the concerns discussed <br />below. The stipulation would read as follows, <br />WITHIN 60 DAYS OF ISSUANCE OF THE RENEWED EDNA MINE PERMIT, THE <br />PERMITTEE SHALL SUBMIT A COMPLETE TECHNICAL REVISION APPLICATION TO <br />THE DIVISION. THE REVISION SHALL UPDATE THE PROBABLE HYDROLOGIC <br />CONSEQUENCES ANALYSIS IN THE PERMIT TO INCORPORATE RESULTS OF PAST <br />WATER MONITORING I1C THE PERMIT AREA AND TO EVALUATE THOSE RESULTS <br />IN TERMS OF IMPACTS TO THE HYDROLOGIC BALANCE. THE REVISION SHALL <br />ALSO AMEND THE HYDROLOGIC MONITORING PLAN FOR THE MINE TO ENSURE <br />THAT ADEQUATE DATA IS OBTAINED TO CONTINUE TO MEET THE REQUIREMENTS <br />OF RULE 2.05.6(3). THE MODIFICATIONS TO THE MONITORING PLAN SHALL, <br />AT A MINIMUM, ADDRESS COLLECTION OF ADEQUATE FLOW DATA, TOTAL <br />DISSOLVED SOLIDS ?,ND SPECIFIC CONDUCTIVITY DATA FROM SURFACE AND <br />ALLUVIAL WELL SAMPLING LOCATIONS ALONG TROUT CREEK. <br />
