Dear Ms. Crosby:
This correspondence is a request for a final extension of time for
the abatement of NOV C-95-023 to the Seneca II-W Mine Permit C-82-
057. The current abatement deadline for this NOV is Thursday,
October 10th.
The Division approved Technical Revision No. 25 on August 26, 1996.
This revision provided the revised plan for the field work
necessary to abate this violation. Upon completion of the public
comment period in the middle of September, Seneca initiated work on
the abatement plan. We have removed the topsoil over the area which
needs to be regraded. Seneca still needs to get the final slope
back to a 3:1, replace the topsoil and revegetate the redisturbed
acreage. Because of the final construction work required to move
the 650 dragline from the Seneca II mine to the Yoast property, all
mobile equipment operators had been assigned to this project. Since
the dragline should start walking sometime this week, we will now
be able to complete the remaining abatement work. Unfortunately,
those tasks will not be completed by Thursday the 10th. I am asking
for a final 60-day extension of the current deadline to December
9th, to complete the field work which is in process.
