Canny <br />Regular 112 Construction Materials Amendment Application Division Director <br /> <br />Thompson Properties Natural Resounx Tmstee <br />Thompson Resource Pit, Permit No. M-1983-102 <br />January 12, 2007 <br />Introduction <br />On September 13, 2006, Thompson Properties submitted an amendment application for the Thompson Resource Pit, <br />Permit No. M-1983-102 to the Division of Reclamation, Mining & Safety ("Division'. On September 15, 2006, the <br />Division considered the amendment application complete. Publication ofpublic notice was completed on December 7, <br />2006, and the end of the public comment period occurred on December 27, 2006. Objections to the amendment <br />application were received prior to and during the public comment period. <br />This document is intended to provide a basis for the Division's recommended approval over various concerns and <br />objections to the amendment application to Permit No. M-1983-102. <br />The Thompson Resource Pit is located approximately one-half mile northwest of the town of Granby in Grand County <br />Colorado; Section 31, Township 2 North, Range 76 West of the Sixth Principal Meridian. <br />Amendment AM-02 proposes to increase the permit azea to 69.62 acres by adding 19.69 acres. Of these 19.69 acres to <br />be added to the pernrit area, approximately 16.42 acres will be mined while the remaining 3.27 acres are being added to <br />include a current topsoil stockpile area within the permit boundaries. In addition, the applicant proposes to change the <br />post-mining land use from rangeland to industrial/commercial. <br />The azea being added to the permit for the purpose of mining is located immediately east of the existing mining <br />operation. The material to be mined is a terrace gravel deposit overlying shale bedrock. Based on information provide <br />in the amendment application, the gravel deposit extends to depths varying from approximately 58 feet to 72 feet below <br />the existing ground surface. Depth to ground water varies from approximately 55 feet to 65 feet below ground surface. <br />in order to avoid exposing ground water, the operator has committed to mining no deeper than 40 feet below ground <br />surface, and mining at a grade of approximately 0.5 percent upward and toward the east from the current edge of <br />mining. Therefore, the east end of the mine floor will be approximately 5.5 feet higher than the west end of the new <br />mining azea. The operator has also committed to monitoring the depth to ground water both before and during mining <br />of the new area to enswe that the mine floor is at least 2 feet above the ground water table. Ground water will be <br />monitored using the existing well on the former Hahn property, which is now owned by the Thompson's. In the event <br />ground water is exposed, mining will cease in the azea where ground water has been encountered and the ground water <br />covered with 2 feet of cover. <br />The new reclamation plan for this site proposes to reclaim this site for industrial/commercial use.
