I have been repeating that statement over the past year as I <br />observe the State's involvement for our environmental well being in Colorado <br />Springs. For example, es local consensus was growing for City and County <br />policies to deal with the mountain scarriny issue, letters written by tF~e <br />Natural Resource Director have diverted discussions and attention to they State <br />level, I am sure this diversion delights some local politicians who were on <br />the "hot seat" to answer to their constituents. Now, the responsibility for <br />resolving those concerns is perceived to rest with the State. <br />Responsibilities which the State already have, appear to be overwhelming. For <br />example, enclosed is a recent Mined Land Reclamation Coard Order. The :.tams <br />highlighted in yellow are in my opinion incomplete by the operator and <br />allegedly in violation of the Board Order. Mined Land Reclamation Oivi:aion <br />staff should be able to compare the Order with the status at the mine sate and <br />the calendar and draw their own conclusions. Deadlines were established to <br />mitigate continued environmental damaye. In my opinion, new corrective <br />actions should be added to the operator's tasks to regain the lost time and <br />commitments. <br />My question is this, have neyotiations at the executive level, suspended or <br />confused how the Mined Land Reclamation Ooard and Staff are to administrate <br />the enclosed incomplete Board Order?
