EXHIBIT D RECEIVED LOFDAHL PIT NIINING PLAN JUM,2.8 2001 Division or Reclamation, Mining and Safely The sand and gravel being mined in this operation will be pushed by a tracked dozer or front-end loader working from west to east irno a stockpile. A front-end loader will then load the material from the stockpile into haul trucks. Some of the sand and gravel could remain in the stockpile for several weeks. The sand and gravel will be utilized in the maintenance and construction of county roads in District 1 of Lincoln County. Prior to removal of the sand and gravel 4 to 10 inches of topsoil will be stockpiled for later use in the reclamation of the affected lands. These topsoil stockpiles will be hand seeded if necessary to stabilize the piles and prevent erosion. The 2 to 4 feet of overburden that underlies the topsoil will either be used as binder or stockpiled for later use in the reclamation. These stockpiles will also be hand seeded as required for stabilization and to prevent erosion. The maximum size area that will be mined at one time would be from 7 to 8 acres. This operation will be active but will be used les than 180 days per yeaz. Timetable for each phase: 7 to 8 acres Stripping topsoil: 3 to 5 days Stockpiling overburden: approximately 5 days Removal of sand and gravel: 5 to 10 years Reclamation of each 7 to 8 acre phase: 15 to 20 days Repeat for next phase. The over burden to be removed is a mix of soil and sand and gravel that gets sandier with increasing depth. The sand and gravel to be mined varies in thickness from 7 to I S feet. The material that under lays the sand and gravel is a mix of clay and sand that turns to clay a great depth. The primary commodity being extracted is sand and gravel No incidental products will be mined. No explosives are used in either the mining or reclamation. 4
