21 <br />1 abuse of process that we've suffered through the <br />2 bringing of this NOV and its later vacation. <br />3 I'm trying to find out whether the <br />4 division has any substantial, rational basis for <br />5 either having brought the notice of violation in <br />6 the first place or vacating it today, and it's <br />7 going entirely to the actions of the division in <br />8 this enforcement process. <br />9 MR. PAULIN: But, Mr. Anderson, the coal <br />10 rules and regulations, the Tatums certainly have <br />11 the right to go to district court. Would you -- <br />12 MR.
