Lund; <br />DATE: August 4, 1993 Dwision D~reaur <br />T0: Larry Oehler <br /> <br />FROM: Harry Posey <br />RE: Proposed revisions o the MOU and Contract between BMRI, RCG- <br />Hagler/Bailly and DMG over Third Party Monitoring <br />The attached memo from Alana Scott depicts the state of affairs of t~e third-party <br />monitoring program fairly accurately and proposes a solution to the problem. <br />Basically BMRI's proposal is as follows: <br />i. Receive and review all of the outstanding sampling reports '(reports 3 and <br />4). <br />2. Eliminate sampling trips 5 and 6 out of the total of 7 proposed <br />samplings. <br />3. Evaluate the third party monitoring program in October. <br />I support this proposal in principle, but suggest that provided dis repancies are <br />found in the duplicate sampling or in the monitoring overall, the progr be continued <br />until discrepancies have been ironed out. <br />i <br />Ann Maeet has informed me that there are discrepancies in the analytica( reports that <br />need to be addressed. I have no doubt that this is true, but am not ctain we need <br />a third party monitor to evaluate the problems. Virtually every lab d researcher <br />with whom I have worked and spoken acknowledge that there are problem with cyanide <br />analytical chemistry. Even the EPA is having trouble getting reliabl results. <br />I propose that the third party monitoring program be placed on hold 4~til I return <br />to the office after August 30. At the time the DMG and BMRI should ha~+e had time to <br />study the two outstanding reports and can decide how to pursue BMRI's p posal.
