- <br />• ~~ <br />This notice expressly requires that topsoil stripping operations in the West Pit mining azea be <br />suspended until the violation has been abated. Abatement of the violation requires: <br />1. Adequate runoff and sediment control structures must be constructed. <br />Using the established ratio of stripped area to runoff and sediment contribution, Colowyo <br />must determine the necessary capacity for and construct adequate drainage control <br />structures for all disturbed areas in the West Pit mining azea. The ratio, from Technical <br />Revision 25, is 10.8:1. Within two days of receipt of NOV C-94-O15, Colowyo must have <br />adequate structures in place. <br />2. An engineer must certify that sediment control structures are adequate to contain or treat <br />all runoff and sediment resulting from a 10-yeaz, 2A-hour event. <br />An engineer must certify an evaluation of the disturbed area acreage and the location <br />and capacity of all drainage control structures in place. <br />When these requirements have been met, topsoil stripping operations may resume. Stripping <br />operations may not, however, exceed the certified capabilities of the drainage control structures <br />in place.
