The first item on this afternoon's <br /> 4 agenda is a formal public hearing in the matter of <br />' 5 Castle Concrete Com <br />an <br />File M-77-210 <br />consideration <br /> p <br />y, <br />, <br /> 5 of the possible notice of violation, cease and desist <br /> 7 order, corrective actions, civil penalties for <br /> 8 failure *_o minimize off-site impacts pursuant to, <br /> 9 apparently, some notice of violation previously <br /> 10 served on Castle Concrete by the Division. <br /> 11 Let me start with a couple of <br /> <br /> 12 observations. Eefore we get into the suostance of <br /> 13 this, one of those observations is for those of you <br /> 14 who haven't spent a lot of time attendin3 these <br /> 15 proceedings. This is a notice of violation <br /> 1F proceeding, and, in general, we have, in the past, <br />,' 17 treated these, ar.d I think intend to continue to <br /> 18 treat these, somewhat differently from tze permitting <br /> 19 prccesses which you may have seen in the past. <br />', 20 The point is simply that in the <br /> 21 process of issuing a permit, there are many possible <br /> 22 issues that need to be addressed.
