I think the grounds are not :;uffic.ic:~t r '..ly, but i <br />the action is pending, but due to inf:rn;al wlderstandings <br />at the time, Weld County was pursuing application,,; for <br />permits, and so it was agreed ghat tl~,• civil acti - ~.entld <br />not be pursued because it would be nonproductive. <br />DR.
